Chapter One: Introduction
1.1 Background of the Study
Civic education plays a fundamental role in shaping political participation by informing citizens about their rights, duties, and the functioning of democratic processes. In Gombe LGA, Gombe State, civic education programs have been implemented to enhance public awareness of the electoral process, thereby encouraging greater participation in local elections. These programs, often led by civil society organizations, the government, and local political actors, aim to increase voter turnout by addressing key barriers to participation such as political apathy, lack of information, and disillusionment with the political process (Bala & Haruna, 2024). However, the actual impact of civic education on voter turnout in local elections remains under-explored. This study seeks to evaluate how civic education influences political participation in Gombe LGA, particularly voter turnout, by examining whether increased awareness through these programs correlates with higher electoral participation rates.
1.2 Statement of the Problem
Despite the increasing number of civic education initiatives aimed at encouraging political participation, voter turnout in local elections in Gombe LGA has remained relatively low. While civic education programs are designed to promote electoral participation, their effectiveness in translating awareness into action has been questioned. There is limited research on how civic education impacts actual voter turnout at the local level, especially in rural and semi-urban areas like Gombe LGA. This study aims to investigate the direct impact of civic education on voter participation and identify factors that may hinder or promote electoral engagement in the region.

The study is focused on the impact of civic education on voter turnout in local elections within Gombe LGA, Gombe State. It will only consider local elections and will not extend to other forms of political participation or general elections. The study will be limited to data from civic education programs implemented within the last five years.
